Han Zhipeng, a member of the Guangzhou committee of the Chinese People's Political Consultative Conference, said on his micro blog that Guangzhou government should seek opinions from residents, and take them into account, before creating a policy to address traffic jams instead of abruptly releasing a cap on car purchases. Authorities in the capital city of Guangdong province said on Saturday that only 10,000 new vehicles a month will be granted license plates starting in July.
