The municipal government of Zaozhuang, Shandong province, issued a number of notices in the past few years to ensure that each government department understood its task and what is required to bring more tourists to the city.
Public relations teams were set up to promote the ancient town.
Each department of the local government had to bring 1,500-4,000 tourists to Zaozhuang for a two-day or three-day trip in 2011 according to the population and average personal income of its designated area. Statistics are collected weekly to evaluate the performance of each department.
