Reward urged for efforts of upstream districts

BEIJING - An ecological compensation system for water source protection and exploitation should be established in Beijing as soon as possible, a member of the municipal people's congress said on Thursday.

Districts at the lower reaches of rivers or lakes in the capital should compensate upstream areas which are often overexploited and contribute to protecting water sources in the future, said Lei Decai, head of the rural affairs committee of the Beijing municipal people's congress.

He made the suggestion after hearing the draft of the regulation on the management of rivers and lakes in the city.
