The position and attitude of the Communist Party of China (CPC) vis--vis reform, development and stability have made it successful in leading the country. China's reform started in the economic field. After the widespread economic and social development, political reform followed.
The way reform, development and stability should be handled has been explained many times by Deng Xiaoping, the architect of China's reform and opening-up. The CPC and the Chinese government adopted a gradual approach toward reform and development. The CPC put forward a "three-step" economic development plan at the Party's 13th Congress in 1987:
