TRIPOLI, Libya - After the reported defection of the Libyan oil minister, the country's visiting envoy to Russia said Tripoli was ready to cooperate if the rebels and NATO ceased hostilities after talking to Russian Foreign Minister Sergei Lavrov on Wednesday.
