Topic: 'High-risk' residents expelled

In announcing the completion of a four-month population study ahead of the summer Universiade, or Student Games, police in Shenzhen revealed more than 80,000 people identified as "high-risk" - those with criminal records, unemployed, no income or who keep suspicious hours - were ordered to leave the city.

This is an interesting action; expelling people to make sure the safety of one place. How about the safety of the country? Should we expel them to foreign countries?
