Fuxin, in China's Liaoning province, has once again taken the developmental lead by detaching itself from its old heavily resource-dependant economy.
This old coal production base was first singled out by the State Council for changing its economic model back in 2001, now it has swung back and is looking at developing new industries, the city's Party Secretary Pan Liguo, told China Daily during the current National People's Congress session in Beijing.
"At the start of the new century, our development slowed because the coal source was drying up," Pan said.
