Tracking plan an exercise in futility for me

Hearing the news that scientists are working on a system to track the movements of Beijing's residents throughout the day to help prevent traffic gridlock on the capital's roads was a little like hearing that experts are working on solving the riddle of whether or not the world is flat.
I can save the team working on the "dynamic travel information platform" a lot of trouble - there is gridlock. It's everywhere and it's constant.
It's hard for me to imagine right now just what the crack team from the Beijing Science and Technology Committee hope to find out when they start following the movements of 1.7 million cell phone users.
