Grads have right to rural hukou

It is rather difficult for college students from rural areas to return home as "formal residents" under the current household registration (hukou) system. The authorities need to pay more attention to this emerging problem, says an article in Beijing News. Excerpt:

Back in the 1980s, many rural youths were desperate to become urban residents because an urban hukou brought with it lots of welfare. But today many university graduates who long for a rural hukou find it very difficult to obtain it.
