Hainan tax rebate plan fails to lure the tourists

SHANGHAI - A new tax-rebate policy on the southern island of Hainan, which benefits foreign travelers and visitors from Taiwan, Hong Kong and Macao, hasn't attracted as much holiday business as expected in the first month since it came into effect.
