UN chief looks to kick-start arms talks

Sept meeting could break more than 12 years of deadlock

UNITED NATIONS - UN chief Ban Ki-moon will host a ministerial meeting here in September in a bid to break the stalemate in ongoing disarmament negotiations, a Western diplomat said on Wednesday.

The diplomat, who requested anonymity to speak more freely about the issue, said Ban invited all UN member states to a special meeting to discuss how to reform the outdated disarmament machinery.
