Publishing the country's first Internet white paper is a good way of sharing with the world the government's views on the Internet. It will help an outsider understand the country's policies and approach toward cyber space.

Like many other issues, some prejudices and stereotypes about the Internet are the result of inadequate sharing of information. Decision-makers deserve to be congratulated for having communicated their views to people at home and abroad.

This may or may not be a turning point in the development of the World Wide Web in China, though some claim it indeed is a new beginning.
