PYONGYANG/SEOUL - Tensions on the Korean Peninsula soared on Tuesday as the Republic of Korea (ROK) resumed propaganda broadcasts across the border in retaliation for the deadly sinking of a warship, while the leader of the Democratic People's Republic of Korea (DPRK) reportedly ordered troops ready for combat.
