Fake solar heaters used to boost cash buyout

Fake solar energy water heaters have been set up on top of many homes at Tongzhou North Avenue Gongyuan Hutong in an attempt by the residents to get a higher price in the relocation cash buyout.
The fake heaters, comprising a bucket and several brackets, have no wires or switches.
Some homes even have up to seven fake heaters on their roof.
