How the system works

Democratic measures were rolled out across Dengzhou county in 2005, while across China more than 2.3 million citizens have been directly elected to 604,000 village committees since 1988.

First reading

A meeting is held to discuss all proposals related to village affairs. Only proposals supported by the village branch of the Communist Party of China (CPC), which has three members, or by at least 10 residents, are introduced.
