Report slams expenses

British legislators exploited a culture of deference to file excessive expense claims for years, according to a report published yesterday that revived a politically damaging scandal months before an election.

The report recommended that 390 members of parliament pay back a total of more than a million pounds ($1.6 million) in taxpayers' money they received for claims ranging from mortgages for second homes to gardening costs and a duck house.
