Consensus rule challenged

Mexican President Felipe Calderon, the prospective host of this year's UN climate talks, called yesterday for a review of the UN decision-making process requiring unanimity, saying absolute consensus at talks is tough.

The weak climate deal reached at Copenhagen in December highlighted the vulnerability of the United Nations' consensus rule, as talks nearly collapsed with developing nations insisting any text be reviewed in a plenary session of 193 countries.
