Refusals to implement rulings hurt 'vulnerable'

The soaring number of unimplemented court rulings - such things as awards of damages that are never paid - has "alarmingly" hurt the interests of vulnerable local groups, including tens of thousands of low-paid migrant workers, a senior judicial official said yesterday.

"It is alarming to notice more than 100,000 court sentences and rulings are facing a refusal to implement in Beijing," said Ji Lin, the city's vice mayor, when the annual legislative meeting discussed the work report from the Higher People's Court of Beijing.

"This dangerous trend has left tens of thousands of vulnerable groups, including low-paid migrant workers, living in turmoil without any financial help," the official noted.
