Of black cars and other legal matters

The area I live in is far from downtown as well as from the local government office, and no public transport, including taxis, is available to get there. The only mode to travel to and from there is a car. But I don't have a car.

One day, I visited the police officer in charge of expatriates in the area. He told me that my registration had expired and I should renew it at the local government's office. "How do I go there?" I asked. "May I go with you when you return after your run?"
