Comment on "Four Million Headaches" (Dec 18, China Daily)

With Beijing's car ownership reaching 4 million and massive traffic jams a daily occurrence in almost all of China's large- and medium-sized cities, it's time to reflect on ways to reduce the effect of what the editorial called the "double whammy of disastrous air pollution and unbearable congestion".
