What are "improper" petitions? How should they be dealt with?

A document jointly released this week by the public security department, the intermediate people's court, the procuratorate and the judicial affairs bureau of Shenzhen seeks to provide the answer, but has actually ended up riling quite a few.

The document lists such acts as a visit to the city or provincial governments, shouting slogans or unapproved protests as "improper" petitions, which would entail severe punishment and result in detention of the petitioners.
