Misleading signal

The law and its application do not always conform to what we know is commonsensical.
Still, we would like to see some basic commonsense being applied when lawmakers review a proposal to raise the threshold of punishment for crimes related to embezzlement and bribery.
The threshold has been raised time and again since 1979 - from 1,000 yuan to 2,000 yuan, and then to 5,000 yuan in 1997.
