Update rules of war?
The International Committee of the Red Cross says the rules of warfare may need to be modernized to cover civil wars, interned civilians and refugees within a nation's own borders. ICRC President Jakob Kellenberger mades the point yesterday on the eve of the 60th anniversary of the Geneva Conventions.
