Ray of hope for the 'most needy'

The amendment of regulations to enable the physically challenged to get a driving license is a silver lining, says an article in Xi'an Evening Post. Excerpt:

China Disabled Persons' Federation, China Association of Physically Disabled Persons (CAPDP) and China Association of the Deaf held a meeting on soliciting public opinion on application for and use of a driving license in Xi'an recently. Their aim was to assert the rights of the physically challenged to get a driving license.

"A car is an extra leg for me," said Cao Angang, a disabled businessman. "Without a car, I feel like a useless man." Cao has been driving for six years, but he can't get a license despite the fact that he can drive like a normal person.
