Dr Brooks received his undergraduate degree at Tufts University in Massachusetts in 1970 and obtained his medical degree at the University of Pennsylvania School of Medicine in 1974. He interned at the Presbyterian University of Pennsylvania Medical Center from 1974 to 1975 where he finished his residency in 1977. Dr Brooks completed his fellowship in Medical Oncology and Hematology at the Dartmouth-Hitchcock Medical Center in 1980.
Dr Brooks is board certified in internal medicine, medical oncology and hematology and has more than 30 years experience practicing medical oncology and hematology. He has served in numerous clinical, academic, hospital, and professional capacities, many of them leadership positions.
Before coming to Beijing, Dr Brooks worked at Cancer Care of Maine at Eastern Maine Medical Center. He has served as the director of the Tumor Clinic and later as head of the center's Hematology/Oncology Section. He also served simultaneously at St Joseph Hospital in Maine and as a consultant doctor at other hospitals in Maine, including Blue Hill Memorial Hospital, Penobscot Valley Hospital, Mt Desert Island Hospital and Mayo Regional Hospital.
