Stronger measures for traffic violations

Stronger measures should be taken to prevent reckless driving, and I would suggest three steps to begin with.

First, open a hotline to allow onsite complains and reports of dangerous driving. Apparently, the road outside the fifth ring in Beijing is now a racing haven for speeding drivers, because of the reduced number of surveillance cameras installed in this area. With a clear red light hanging overhead, many drivers still risk their lives and that of others to jump the light thinking it would save some time. I've managed to write down some plate numbers, but don't know whom I should call to report this in a timely manner.

Second, increase the number of police patrol cars and make some of them look civilian with plainclothes policemen on duty. It shouldn't be a problem in this country to hire enough policemen. I rarely see a patrol car on Beijing's streets, despite complaints from taxi drivers. I wonder how many out there are concealed well and ready to pounce the minute there is a traffic violation.

Third, increase penalties for traffic violation. The threat of a higher fine would be a greater deterrent.

We should make all bad drivers believe that when they are driving, they are watched closely. And, if they do anything wrong, they will get caught in no time.
