128 suspects surrender after reading letters
Police said that 128 suspects involved in various crimes in Wafangdian, Liaoning province, voluntarily surrendered over the last two years because of letters police wrote.
Lei Shuqing, a police official, said they wrote to families in which someone was suspected of a crime, and asked them to encourage the person to surrender.
