On the face of it, Li Zhanshu, governor of Heilongjiang province, should not be in such an ebullient mood. The northeastern province, with its traditional strengths in mining and manufacturing, is ostensibly more vulnerable than most to the global economic downturn, yet Li seems relatively unfazed, upbeat even.
