Enterprises need legal advisers
Chinese enterprises from now on need to employ legal advisers to help settle their disputes, said Lu Dong, vice-minister of the State Economic Commission.
Currently, most disputes between enterprises are handled by government authorities. Lu said the first priority of the reform program would be to readjust relations between the State and enterprises, and then between enterprises and their employees.
He said the role of law in management was very important for guaranteeing the legal rights of enterprises.
Committees replace rural brigades
More than 170,000 village committees have replaced production brigades in China's rural areas. The new local organizations could help local government manage civil affairs, guide production, and provide welfare services more efficiently than the brigades, which were established in 1958.
Village committee heads are elected to serve on sub-committees dealing with community affairs and social services.
It is estimated that by the end of 1983 there were about 700,000 village committees nationwide and more than 22,000 township governments replacing commune administrations in 1,118 of China's 2,300 counties.
