Calls for new law after puppies left in bus stop

An animal rescue worker has called for new laws to stop pets from being abandoned after two puppies were found freezing to death in a bus stop in Shenyang, Liaoning province.

The terrified dogs were taken in by Wang, a woman from a nearby pet shop, who said they had been dumped there by two girls on Tuesday.
