To ensure Kazakhstan's long-term presence in European markets, further work on acquisition of ports, terminals, refineries, gas stations and other business units in Europe is planned.

Measures include further development of basic market principles for power supplies, as well as encouraging and protecting investment in the sector.

Also crucial is the right to access power grids, the independence of network operators from monopolies, industrial regulations and the reform of tariff policies.
