The State Oceanic Administration (SOA) will offer new marine projects preferential policies, including the exemption of part or all fees, and shortening the approval period from six months to two months.
Strict rules, however, on environmental protection and energy conservation will be maintained.
In line with the central governments 4 trillion yuan ($586 billion) stimulus plan, the SOA is considering a number of new regulations that "focus on the proper and efficient use of marine spaces," Yu Qingsong, director of the SOA's marine space and island management department, said.
