Investment in education

Educational investment, either from government allocations or donations, would be wasted if there is no scientific decision-making process for it, says an article in the Beijing News. The following is an excerpt:

In Changyang Tujia autonomous county, Hubei province, an underdeveloped county, 58 of the total 94 primary schools backed by the Project Hope funds have been closed within a decade after they were established in mid- and late 1990s.

In past years, some local governments seldom thought about how to make the best use of the limited educational investments, some even from donations; instead, they only cared about how many schoolhouses were built so that they could deal with educational inspection and supervision by superiors or pass the verification by experts.
