We can't deny that civil servants indeed enjoy some privileges in some aspects. I have taken the exam although with little hope of passing it. I admit it is a good exam to select the intelligent. Pay difference depends on their performance at work instead of at college. People do not need to hold meetings to explain their different management styles, but need to produce exceptional results within the rules.
