Human rights plan

China's first national plan to protect human rights "may be issued soon", Wang Chen, minister of the State Council Information Office, said yesterday at a seminar in Beijing on "China's opening up and human rights development in 30 years". The seminar was held to commemorate the 60th anniversary of the Universal Declaration of Human Rights and the 30th anniversary of China's reform and opening up.
