More refuge centers
The Ministry of Civil Affairs said there are about 1.5 million homeless young people nationwide, but refuge centers can accommodate only 140,000 annually, Beijing Evening News reported yesterday. The ministry has worked out a plan to establish more centers, and guidance for institutions that want to set up such centers.
