Circumcisions for profit

It is the fault of a government that 132 students were forced to be circumcised, says an article on the website, www.rednet.cn. The following is an excerpt:

A Hope Project primary school in Chongqing's Wulong county recently invited doctors to examine students to find out whether some had redundant prepuces. They circumcised 132 students, charging each 180 yuan ($26). But the family planning commission of Wulong county said these doctors had nothing to do with them.

It is surprising that a small township primary school could have that many students requiring circumcision at the same time. If these students really had a foreskin problem, the school would have done a good deed. But the question is whether all these students needed surgery.
