Reduction in capital construction
The scale of China's capital construction has been cut down to size since the State Council issued an emergency circular in July calling for rigid control in this sector to protect key projects.
According to the government, 5,361 projects were cancelled or postponed by September 30, and capital investment was reduced by 1.85 billion yuan.
All central departments and 15 provinces, municipalities and autonomous regions - including Beijing and Shanghai - have reduced the number of construction projects to the required level.
Shandong finishes key rail bridges
Four railway bridges have recently been completed in Shandong province, East China, according to local authorities.
The four bridges are key projects on the new rail line, extending 307.8 km from Yanzhou in central Shandong to the province's port city Shijiusuo, which will facilitate shipment of coal to other Chinese ports and for export. Construction of the new rail route started in 1981. So far, 110 km of track have been laid.
Transfer of legal power explained
Vice-Minister of Justice Zhu Jianming disclosed that China's departments for reform and re-education of criminals through labor have been transferred from the Public Security Department to the Judiciary since August.
Some of the considerations for the transfer are as follows: improvement of the country's legal system required a more rational division of responsibilities among judicial departments; to help improve the management of prisons and reform criminals into law-abiding citizens; and to help studies on prevention of crime and improve the education of juvenile delinquents.
