Development with people's interest as the priority is the core of this theory proposed by the Central Committee of the Communist Party of China in 2004. The significance of this theory lies in its scientific perspective on development.
Deng Xiaoping, the chief architect of the country's economic reform and opening up, once said something to the effect that development was a must that should never be diverted by anything else. This is absolutely right. Had it not been for the resolve of the central leadership in maintaining the road of development, the country would not have achieved what it has today.
