A people first policy
How will people in the earthquake-hit regions benefit from the just-unveiled reconstruction plan? And, how is the central government's long-advocated people first policy going to be best reflected in it? These are questions that quake-affected people and the general public elsewhere in the country will be concerned with most about the rebuilding plan that was unfolded on Tuesday.
Look at the goals set by the plan - every family will have its own house to live in, residents from every family will have a job, livelihood will be guaranteed for all, infrastructure facilities will be better than they were before the tremor, the economy will be more developed than it used to be and ecological environment will be improved.
In addition, the plan explicitly says that such public structures as school and hospital buildings will be built as safest havens, and construction of these buildings must strictly follow the compulsory safety standards stipulated by the State.
