From her vegetable cart, Dong Shuangnan sees a chunk of the steely BTV tower through a gap in the low red brick buildings. By 6:45 pm, 15 minutes until the BTV evening news, she packs up the last of the produce.

Only a few wilted leaves, a bag of cilantro and bruised peaches roll around the bottom of the cardboard boxes.

"Come back tomorrow," she says to a young woman asking for apples.
