Dongguan, Guangdong province, should learn from Hong Kong's practice of strengthening follow-up supervision on subsidizing the needy, according to an article in Beijing News. The following is an excerpt:

Dongguan's government will hand out 350 million yuan ($51.25 million), three times what it initially planned, to the needy such as orphans, the disabled and the elderly with each getting 1,000 yuan.

Although the amount is just a drop in the city's more than 50 billion yuan bucket of fiscal income, it has exposed certain problems.
