Crime rate down
China's crime rate is one of the lowest in the world, but the Public Security Ministry is calling for improvements in the work of police.
China's crime rate is 7.1 per 10,000 persons.
The number of crimes reported to authorities dropped 15.9 percent in 1982 to 748,476 as compared with 890,281 in 1981.

A greater income increase was recorded in 1982 among farmers living in the suburbs of Beijing than among workers in urban areas.
A survey conducted by Beijing Municipal Statistics Bureau indicates that per capita income of rural households averaged 430 yuan in 1982, or 19 percent more than in 1981, while that of urban households averaged 603 yuan in 1982, or 8.6 percent more than in 1981.
The survey says living expenses for workers' families averaged 534 yuan in 1982, up 4.6 percent from 1981, while those of farmers' families averaged 332 yuan, up 12.5 percent.
Shanghai plans to train foreign trade staff
The Shanghai Institute of Finance and Economics and several leading Shanghai universities have decided to set up faculties of foreign economic relations and trade next term.
In addition, more than 20 middle schools will give preparatory courses in foreign trade.
These measures are taken to cope with increasing needs for foreign trade personnel.
