System of "Three Concurrently"

A regulation stressing that the environmental protection facilities of any construction project should be designed, built and put to use concurrently with the main part. The construction projects include new projects and renovation and expansion to existing ones in businesses as well as for public services. Without the environmental protection facilities, the projects could not get proper official approval.
