Disabled man not allowed to drive
Police stopped a disabled man for driving because he failed to show a valid license.
Xiao Shugui, who has no legs, has been driving a self-modified car that allows him to control the vehicle using his hands. He says he has driven the vehicle over thousands of kilometers without problems.
When police stopped him in Chongqing on Sunday, Xiao was unable to show a driver's license because he never applied for one.
