Helping victims help themselves

Young victims of the earthquake should be organized to help in the disaster relief or work in other provinces, says an article in People's Daily. The following is an excerpt:

We are gratified to see that in several resettlement areas for quake victims in Mianyang, several thousand have gathered there with little worrying about food, drink, and hygiene.

But we also see some troubling signs there. For example, some youths are idling away their time, doing absolutely nothing.
