Governing Capacity of the CPC

The capacity of the Communist Party of China (CPC) for establishing the laws and fixing policies based upon the correct theories and ideologies and leading the people to administer the country's social, economic and cultural affairs and to build a modern socialist country.

The idea of the governing capacity was formally introduced at the fourth plenary session of the 16th CPC Central Committee in September, 2004. General Secretary Hu Jintao's report at the 17th National Congress of the Party in 2007 listed the improvement of the Party's governing capacity as one of the two major long-term tasks for building the Party and enabling it to better perform its leading role.
