Five Balances

A development model stressing a balance between the growth in urban and rural areas, among the progress of all regions, between economic and social development, between man and nature and between the development of the country and its opening-up. Initially conceived as the target for improving the market economy, the model was raised in the Decision of the Central Committee of the Communist Party of China on Some Issues Concerning the Improvement of the Socialist Market Economy, a document approved in the third plenary session of the 16th CPC Central Committee in October 2003. It is now one of the core ideas for achieving a sustainable development and building the harmonious society.
