Probe debts of varsities
We should not rush to pay university debts before we make clear whether or not they involve corruption and waste, says an article in People's Daily. The following is an excerpt:
Recently, Zhou Ji, minister of education, told the media we should not lay the blame for the debts of universities fully on the shoulders of their leaders. The debts do involve some corruption and waste, but not in the majority of cases. University debts are partly incurred because the government should have paid for the construction of universities. So, we should make a joint effort to pay back the debts.
According to Zhou, in the past decade, our country has not put enough money into universities. Government-funded universities have added 500 billion yuan ($70 billion) to their accounts, but only 50 billion yuan was from the government; the rest was from other channels, such as bank loans.
