An ethnic Han, born in October 1946, a native of Suzhou, Anhui province. Joined Communist Party of China (CPC) in 1972.

Began working in September 1968, graduated from the Department of History at Hefei Teachers' College.

1964-68 Student history at Hefei Teachers' College, Anhui province.

1968-68 Stayed at the college waiting for a job assignment.

1968-83 Worker at the Muchangpu Farm in Lu'an county, Anhui province. Secretary of the working office of the Revolutionary Committee of Lu'an county, deputy director of the Lu'an county CPC Committee office, deputy secretary of the CPC Sujiabu district committee, secretary and head of the department of publicity of the CPC Lu'an prefectural committee.

1983-84 Deputy secretary of the CPC Lu'an prefectural committee of Anhui province (concurrently secretary of the CPC Lu'an county committee after December 1983).

1984-85 Member of the Standing Committee of the CPC Anhui provincial committee, executive deputy director of the Anhui provincial economic reform leading office (studied at the Party School of the CPC Central Committee in the training class for provincial and ministerial cadres from March to July 1985).

1985-1992 Member of the Standing Committee of the CPC Anhui provincial committee, secretary of the CPC Anhui provincial politics and law committee, director of the Anhui provincial department of public security (February 1988) and its CPC committee secretary (November 1988).

1992-93 Member of the Standing Committee of CPC Anhui provincial committee, secretary of the CPC Anhui provincial politics and law committee, CPC committee secretary of the Anhui provincial department of public security (studied at the Party School of the CPC Central Committee in the training class for provincial and ministerial cadres from September 1992 to November 1992).

1993-98 Deputy secretary-general of the Central Politics and Law Committee of CPC.

1998-2005 Member and secretary-general of the Central Politics and Law Committee of the CPC.

2005-08 Member and secretary-general of the Central Politics and Law Committee of the CPC, deputy director of the Central Committee for Comprehensive Management of Public Security.

2008- President of the Supreme People's Court, member and secretary-general of the Central Politics and Law Committee of the CPC, deputy director of the Central Committee for Comprehensive Management of Public Security.

Member of the 15th CPC Central Commission for Discipline Inspection and member of 16th and 17th CPC Central Committee.
